Purpose

In accordance with UCA 63F-4, the Department of Technology Services is now accepting proposals to implement a new information technology innovation designed to result in a greater efficiency in a government process or a cost saving in the delivery of a government service. Proposals must be for a new technology not previously in use or a substantial adaptation or modification of an existing technology.

DTS has $150,000 available each year for innovation projects.

Scope

Executive branch agencies in the State of Utah may submit proposals.

Procedure

Proposal Requirements

  1. Agencies must complete the form here.
  2. Proposals must be for a new technology not previously in use or a substantial adaptation or modification of an existing technology.
  3. The new technology must impact more than one state agency.
  4. This process does not replace the current GOMB building block process.
  5. The new technology must align with current State of Utah architecture and be in line with DTS current direction.
  6. The new technology must be outcome driven.
  7. If the proposal is over $250,000, agency must also complete a DTS business case.

Review and Prioritization

  1. Agencies must complete the form here.
  2. DTS Architecture Review Board conducts a technical review of proposal for the following:
    • capable of being implemented effectively
    • result in greater efficiency in a government process or a cost saving in the delivery of a government service
    • within DTS architecture standards
    • not a duplicative project
  3. DTS Architecture Review Board provides list of prioritized proposals to GOMB for review.
  4. DTS Architecture Review Board provides GOMB approved list of prioritized proposals to Technology Advisory Board.
  5. Technology Advisory Board reviews and evaluates each proposal, and can approve and recommend DTS move forward with proposal if the project is:
    • capable of being implemented effectively
    • will result in greater efficiency in a government process or a cost saving in the delivery of a government service
    • has approval from GOMB
  6. DTS will then work with agency to implement project.
  7. DTS will track implementation and success, and evaluate level of effectiveness of approved proposals. DTS will report to Technology Advisory Board and Legislative Interim Committee.

  7. Is this a new technology not currently being used
  8. Is this a substantial adaptation or modification of an existing technology
  9. Describe how the implementation of this project will result in a greater efficiency in a government process or a cost saving in the delivery of a government service: How will improvement be measured: increased volume of work, increased quality, reduced cost, reduced risk?  Is there a current baseline of performance to measure against?
