TURN High Precision GPS Network (TURNGPS)

TURN GPS is a network of survey grade GPS receivers permanently located across Utah. The network consists of a partnership of cities, counties and state agencies that contribute quipment and facilities, plus a central solution server maintained by the State’s Automated Geographic Reference Center (AGRC). Analysis and communication of the data sent from over 60 base stations across Utah to the central server allows for filtering of atmospheric distortion to the GPS signals, as they are relayed from orbiting satellites to the end user. All of this happens in real time. The result is a much higher level of precision for GPS receivers in the field.

Users of the network include professional surveyors and field mapping technicians in many different sectors. TURN GPS improves the efficiency of many field-based activities as it allows for vast improvement of surveying efficiency (eliminating the need to establish local base control), the operation of grading equipment without continual re-staking, and the control of tractors and other implements for precision agriculture.

Real Time Positioning

TURNGPS enables high-accuracy position measurement anywhere that a mobile internet data service is available (see maps by provider)

It maximizes the performance from a network of reference stations and eliminates the need to set up temporary field base stations for each individual project or post processing data, saving you time and money.

Email Notifications of station outages

Notifications of station outages are communicated through email from sfernandez@utah.gov or mheagin@utah.gov and also on the website located at www.turngps.utah.gov.

Features Not Included

Field Equipment, Data Connection & Support

Field equipment and support should be sought from the equipment manufacturer rather than from AGRC. A third party mobile phone and data plan are also required.

DTS Responsibilities

Agency Responsibilities

Users require a survey or mapping grade GPS device capable of connecting to the Internet via tethered mobile phone and authentication via NTRIP protocol.

Users are required to register online at www.turngps.utah.gov in order to get server address information and to create a user profile including user name and password.

Users should have knowledge of how to configure their hardware to consume GPS services from The Utah Reference Network. This information should come from the user’s GPS hardware vendor.

GIS Mapping Web Applications

AGRC offers requirements analysis, design, development, and hosting of geospatial web-mapping applications and geospatial web services. The development framework currently used is ASP .NET MVC and the predominant programming language used is C# and JavaScript.

Database Design

Often the web-based applications require or would perform better with a database redesign. This is covered in product number 6011.06.14

DTS Responsibilities

  • Provide the geospatial system infrastructure for application development and hosting of the application as per agreement with client.

Agency Responsibilities

  • Provide agency requirements and business rules for the application in development of the scope of work.
  • Provide appropriate resources to provide feedback and respond to questions in the development process.
  • Train users of the application.

GIS Analysis and Customization

AGRC provides custom design and development of ArcGIS Desktop based applicationsand tools for agencies to enhance their geospatial work flow and capabilities.

Desktop Applications

AGRC can develop desktop customizations to automate tasks and processes within the ArcGIS ArcMap Desktop environment. ArcMap customizations are generally written as “addins” or as custom geoprocessing models or scripts with C# .NET or Python utilizing the esri ArcPy library.

Software Licensing

The agency is responsible to purchase any needed software. AGRC can advise the agency on what is needed.

State Geographic Information Database

The Automated Geographic Reference Center (AGRC) manages the Utah State Geographic Information Database (SGID) as a service to users of spatial geographic data. These users include both public and private organizations as well as individuals.

Product Features and Descriptions

SGID Data Content

The state repository of geographic spatial data, including vector and raster data. This data can be statewide or regional. It covers all facets of geographic information. See http://gis.utah.gov/data

Features Not Included

GIS Software

The SGID does not include the software which is needed to view the spatial data. The SGID is not a formal map, but a set of data that can be view within Geographic Information System software or web applications.

DTS Responsibilities

AGRC’s primary objective of the SGID is to make this spatial data and information available to its users. In doing so, the AGRC is in no way condoning or endorsing the application of these data for any given purpose nor providing warranty for the data content.

Agency Responsibilities

It is the sole responsibility of the agency or user to determine whether or not the data are suitable for the intended purpose. It is also the obligation of the agency or user to apply those data in an appropriate and conscientious manner. The agency or user should expect the AGRC to provide no warranty, nor to accept any liability, occurring from any incorrect, incomplete, or misleading data, or from any incorrect, incomplete, or misleading use of the these data.
